the time between the gun going up and the first shot was 5 seconds. cop says hands up, the subject lifted up his hands sideways and not up, then he dropped them back down almost right away. then cop says turn around, subject started to lean forward, then cop started to fire.
i think the subject did the dumbest thing possible by dropping his hands back down so quickly. but i didn't see any reaching on replay, although it could look different to the cop in those few seconds. the shots happened when it looked like the subject was going to the ground, instead of turning around, so my opinion is the cop was too anxious, especially when told there could be a gun.
i also wonder what the instructions might sound like to the suspect with all the noise or the surpise of being approached, maybe the "turn around" could be misheard as "get on the ground." only 1 cop was yelling out instructions, but i've seen vids where multiple cops were speaking at the same time or instructions were unclear.

Seems like an overreaction from trigger happy cops, but in a high stress situation where the suspect is believed to have a gun and does not follow instructions all hell can breake lose.
In this case the suspect had a black cellphone in his panths,i believe, and when he lowered his hands the cop interpeted it as an action to pull out a gun.
They also seem like shit cops rushing directly towards the suspect when they could have easelly stayed in cover and yell commands at the suspect.
That was their first mistake they put themselves in a highly dangerous situation by confronting and rushing towards the suspect.
Knowing America i expect for the cop to get away with his shit training and be pronunced innocent and also the Black Lives Matter to protest and maybe riot.
