Can't be answered for real life situation with the data given as it depends on too many variables like rolling resistance (friction), difference in weight, steepness of the hill etc..

since the second driver was referred to as light it would be the fat one that makes it first but light could also mean skin color :)

Dynamic and static friction coefficients can be considered the same for both cars. Friction of course will vary based on the normal of the weight X-Y decomposition. Difference in weight between drivers is +50% for the heavy one. Steepness of the hill is 15 degrees.
