What would happen if the state gave addicts their dose as long as they participated in psychological threatment and actually tried to help them fix their lives ?
Your first criticism would be well this is gonna cost alot of money but in retrospect how much money is wasted in the drug war that has little to no effect ?
If we start considering addiction as a medical problem like a disease then we can start a path of threatment.
