sure it's possible for the level of competition to eventually break out in war but that's just a fail
most of us live in colonies which haven't seen war at home for over a century, mainly because the invading force & culture became dominant

If one culture attempts to usurp the legal system of the other, when they have opposed values, conversion is not an option, tolerance of one culture becomes a war against the values of the other. The best outcome is the usurpers are deported, if they won't leave or repeal their laws to coincide with the values of the other, than war is the option.

now you're getting into what's "best" which is some moral/ethical consideration, that gets away from the concept of human nature

"Best" in the sense of least blood shed. An alternative would be that the cultures have seperate legal systems that best reflect them.
If one culture is attempting to force submission of the other to their laws, and their values are too opposed, war is seemingly the only recourse if submission is not an option.
Because of my faith in God and creation, I believe humans are born with a moral and ethical framework. Even many athiests agree to some extent or another. If one does not believe in God, it does not completely hinder them from belief in Natural law.
I believe largely that extreme disorder on the individual level stems from childhood abuse and some genetic and enironmental factors. I don't believe that disorder, violence and chaos are natural occurances. There is always a cause, or at minimum the perception of a cause.

I agree that a sense of justice is part of human nature
we're social animals & justice is inherent to being part of a society
how much of it is based on instinct & how much is learned is a can of worms but we agree on the basics I think
justice is a funny thing though, it's based on perception
it can be based on a sense of empathy/sympathy
empathy can be (and often is) weaponized for political gain, eg "responsibility to protect" Libya as an excuse to go destroy that country, ultimately for economic reasons
perceived injustice can also based on a feeling of being wronged/attacked/in danger, another thing that can be weaponized for geostrategic/geoeconomic reasons
eg. most of the US supported the war on Iraq at the time of invasion because they'd been tricked into thinking Saddam was ammassing WMD & was somehow involved in with AQ & 9/11 - a double whammy
I don't know of any part of the world who does warfare to control finite resources directly linked to their survival. Maybe there's a bit of this still in Papua New Guinea & some deep parts of rainforests but I don't know. Likely inter-species struggle has built some of this warfare mentality into our DNA. Tribes of humans facing off against bears & whatnot.
Just because it's in our programming doesn't mean it can't be overcome though, evolution takes time tho more than centuries, millennia. I guess at this point in history it is part of our nature in general. Some cultures are more warlike than others but.
