Yep, they held him down in a very restrained manner and called the cops. This is not your typical "mob attack". That was a citizen's arrest. It is obvious that something happened before the beginning of the video to cause this to happen.
It looks too me that the original youtube uploader has posted this out of context in an attempt to make it look like something it isn't. And judging from the comments in the Youtube section being anti-jewish while the video having a ton of downvotes, it looks like they have deleted all of the comments that put this question as well.

This video is a response to another video posted recently (apparently) showing Muslims attacking a traffic warden. The circumstances here may be different, but I don't think they're THAT different. Both situations seem to have started out with someone being unhappy at being given a parking ticket, and ended up with a mob forming to try and intimidate the warden into tearing up the ticket. From the news report on the one I posted, the warden tried to drive off after writing the ticket and may have run over the foot of one of the men surrounding him. They then made a citizen's arrest on the warden. This ''citizen's arrest'' resulted in the men being charged with assault on the traffic warden.
What is the major difference between the two scenarios, apart from the Asian men not calling the police after attacking someone?
