Not that I have the answer but unplanned mass immigration is not a good solution to helping people. I recall a tour guide in Denmark was telling me how there are many social services there and the systems works because people use what they need. But they were having a lot of trouble with immigrant families coming in and consuming a lot of these services, more than was deemed necessary and the system was choking as it had no way to regulate overuse. Not trying to point out good/bad behaviour but simply the impact of different cultures onto a system not ready for it.
What is a good solution? Colonize a group? Take away their culture but give them tools to succeed in global world. Help them grow from the inside and develop their own competencies and support while incorporating their culture?
I always found it interesting that Fiji invited the British to colonize them - basically. To help stop infighting and bring the tribal groups together.

Sweden aren't members of NATO or the Warsaw pact so by definition they are a 3rd world country. It dosen't have anything to do with GDP.
