Well, do we not give vehicles to "retarded" people? Vehicles can be considered weapons, dangerous weapons. How many stories do we hear about some Muslim driving through crowded sidewalks in Europe? Doesn't seem like this kid would harm anyone and if he thinks he is doing some good, so be it, leave him alone.

You have to pass a test, prove you can properly drive, register your vehicle, and present proof of insurance to purchase a vehicle...and vehicles are far, far more necessary to our society than guns are.
