found out some info on this little protest/scuffle
they're tenants in a mostly unoccupied building who are being relocated so the building can be turned into a quarantine facility. their rent is payed for by the government, they just don't wanna be kicked out of their homes into a nearby (rent-free) building - it's part of a large complex of buildings for talented people who can't afford to live in the area otherwise. some (all?) of those protesting may be sub-renters who won't be able to be relocated into a nearby building.
