You're not up all the details so let me get you caught up. It's not "someone", they're referring to Joe's producer Jamie Vernon. He's the guy who runs the JRE YouTube channel and sometimes comments off camera when Joe needs shit pulled up online.
The drama being discussed involves the fallout from the Jack Dorsey episode where Joe spent the show throwing softball questions and blowing Jack's little cock. People began noticing that very popular comments that were critcal of Joe's dick sucking were suddenly disappearing from view. They were not technically deleted, they were only hidden to be later restored whereby Joe can now gas light what happened as "conspiracy theory" by pointing at the comments and telling everyone how they're still there.
Regarding the shadow ban, the Revenge of the Cis account is shadow banned from JRE, not their personal accounts.
How does it work? I don't run a run a YouTube channel, but there are moderation tools available to do everything Joe's producer is doing.

It seems a bit counter-intuitive, like asking for trouble when it's not even worth it. I'd be more inclined to think Youtube moderators were behind the fuckery than someone working for Joe. I don't know much about it but there's that trusted flagger thing they have, maybe the comments got flagged for review & temp-suspended & then reinstated or something.
The theory that Jamie's been doing it relies on a lot of assumptions, the first one being that he cares enough to be messing with the comments. Then that either him or Joe are lying about it. It just kinda sends my bullshit meter into the red to make those kind of assumptions without ay proof.
FYI - I've noticed a bunch of my comments getting deleted on random videos in the past couple of years. There's definitely fuckery going on with Youtube & likely it's algorithms doing it because some deletions don't even make sense. It's probably your mates at the ADL driving this bullshit. I'd put money on that, not that we'll ever get Youtube to admit it.
