It's alao catastrophic for restoraunteurs who will have to have the place cleaned, locked up and be home for 8 (along with employees). Even with takeout the last meal would have to head out the door at 730pm. The rationale is that this will reduce 'unnecessary' contact and social interaction, but we won't see results if kids heading to and from school become the main vectors for transmission. Teachers are scared and furious.

The new rules are confusing for restoraunteurs..but seem to suggest you can keep delivery drivers on the road after 19:30 as long as you provide them with a completed (rules and form available for download here) https://www.quebec.ca/en/health/health-issues/a-z/2019-coronavirus/confinement-in-quebec/
