Not quite the whole truth.

The king was coerced by force to sign the magna carta because he was a brutal tyrant that would cut off his subjects hands and feet for his own amusement.

A group of dissidents cornered him and made him sign the magna carta guaranteeing people's rights. In short basicly telling the king he can't treat people like garbage.

The original version didn't last long though which was the most liberty based document, and was quickly rewritten shortly after.

Realisticly people shouldn't be paying taxes anyway. And in times of dire need an army can be raised of volunteers if the situation were an obvious threat.

Never trust royalty or government with your safety. Safety is your own responsibility.
