You should not use penetrating oil on car bolts

When you tighten them again, they can come loose over time, no oil should be used on bolts
in the factory they dont use oil either that would be crazy cars would be falling apart

You are referring to the wheel nuts. Penetrating oil can of course be used to open stubborn connections, one can clean them afterwards if required. Corroded bolts and nuts have to be replaced anyway.
