Neurological damage seems like a far reach even if it's involved.
Language is learned and you shouldn't be able rewire your brain for all those intricacies of an accent over night.
If it's damage to the brain you'd expect somekind of speech defect instead of a fluent accent.

I'll believe it when a foreign born East Asian can properly pronounce their R's and L's out of the blue. Or when a southerner can finally "ask" a question rather than "axe" a question.
