After a law firm hired by Kidd notified the department over the summer that they were planning to sue, officials at the DeLand Police Department viewed body cam videos and discovered that a trainee officer’s accounts of what happened at the scene and what Mulero wrote in his charging affidavit were inaccurate, investigators said.

Mulero was immediately placed on administrative leave with pay in July and a formal internal affairs investigation was ordered, Umberger said on Monday.

DeLand police Chief Jason Umberger and his command staff determined the officer did not have probable cause to arrest Kidd and failed to use any type of de-escalation techniques when his multiple commands angered Kidd. Above all, the force Mulero used to bring Kidd to the ground and handcuff him was uncalled for, Internal Affairs investigators said.

 

Good deal!  This guy obviously doesn't understand that he is a public servant on top of the fact that he lied on the arrest affidavit.

Now I don't understand the selection and training process for officers. This guy knows he is recording and still he is behaving like this? This is more than borderline retarded. He should be in assisted living to say the least and by no means let loose onto the public with any authority......
