Europewide cyclists have to dismount when using a pedestrian crossing.
No excuse for the old lady not paying attention but at walking speed the car probably would have missed her. The cyclist did not wear a helmet and didn't even bother to look for traffic.
So, this is Oregon, and the cycling laws -as seems to be more and more common these days- lack common sense:
"Bicycles and Crosswalks
Bicycles are both protected and discriminated against by Oregon’s crosswalk law. While bicycles are considered to be vehicles under Oregon law and must, therefore, yield the right-of-way to pedestrians just like any other vehicle, bicycles may also be operated in crosswalks. While on the one hand Oregon law allows bicyclists to have the right-of-way in crosswalks like a pedestrian, the law also sets a speed limit for bicycle riders that conditions the right-of-way on proceeding no faster than a “walking speed”."

Woman drivers... although this would never happen with my girlfriend she drives 10 km per hour, that is 6 or 7 miles per hour WITH HER CAR and no i am not exaggerating.
