pretty much. the most common kind of criminality is someone getting drunk and violent, which looks like what happened here. get them into a cell to cool off before they can hurt themselves or others, job mostly done.

It's just funny that it took so many of them. And I can't tell for sure, but it looks like after he was down they keep whipping his ass to teach him a lesson. That part made me chuckle.

Japan has the lowest crime rate they are not used to arresting ppl
On average as i understand it it is 1 in 100 ppl that could include getting drunk and rambunctius and other small crimes, murder and such is almost none existent unless you are yakuza
