not true. you can't just shut down a nuclear reactor. the reaction can be halted in a matter of seconds with control rods, but it still produces a lot of decay heat. even a "shut down" reactor need to have water circulating around to remove that heat, and if the equipment is damaged or otherwise inoperable the water will boil away and you get a meltdown.
the 3-mile island incident happened with a "shut down" reactor.

it's been around for 40 odd years and has been hit with 2 hurricanes (mathew and irma) recently.
