Russia's been bragging about their new nukes and supersonic missile delivery system for a couple of years now.
Whether they are breaking specifics in the treaty is hard to say.
But they've probably found ways to go around requirements, like dropping missiles from space in order to shorten the distance which keeps them inside the requirements. So has America most probably, Obama also had a secret/notsecret space vehicle that they bragged about a few years back.
So basically technology has caught up with the treaty, I think.
