Young guy like him should go and volunteer at an animal shelter or other charity that attracts girls. Many of them are quite attractive and well within his age group. If he's playing his cards right he will get a girlfriend.

I think he looks dumpy the way he dresses to hide himself. Cut the hair, wear contacts, get some new outfits, hit the gym and build some confidence. Why the hell does someone make a video crying about shit like this.

The looks of the teeth, skin and bone structure don't tell much about someone. They can't do anything about it. Only superficial people will look at these to judge a person.
However what a lot of people will look for when judging someone's character is how they present themselves. Right now all I can tell from this is that the person has stopped to care. This screams laziness. I bet if he lost the ill-fitting hat and had a proper clean-looking haircut it would make worlds of difference already. To that you add a conscious effort to speak an move in a more confident manner, wear a fitting collared shirt and maybe even spend some time working out to help build self-confidence in one's own body image and he'll see the difference in people's first impressions of him.
