All she had to do would be to get right in her face and in a nice and calm low stern voice, say "Next time I catch you doing that Im going to kill your fucking dog", and just stare into her eyes and dont break contact till she runs away. Then the next time you catch her run after her and scare the shit out her.
Had to do that to a neighbor once. Old couple next door, used to help the husband when he would fall and his wife couldnt help him get back up, then he died and I used to help her with odd shit all the time, then her 60 yr old daughter moved in with her husband from long Island, brought two mean golden retreivers. Never heard of mean golden retrievers but being the daughter was a complete cunt, asshole dog asshole owner! They would bark at my daughter and run up on my yard and they wouldnt say anything, I would scare them away. Then I got my dog and they would come in yard to attack him when he was a little puppy, had to punch the male and kick the female. I told the cunt if your dogs come in my yard again Im bashing their fucking heads in. I carried a pipe with me for a few weeks as that is what I intended on doing next time. Well, wouldnt ya know it from then on they leashed their stupid mutts till they throw their mom in a nursing home and moved away.
Sometimes when dealing with assholes you have to be the bigger asshole! LOL

She may not be breaking any law but why does the dog need to pee on the main entrance steps to the building? And if she knows the dog does this and it is disgusting and annoying, why doesn't she carry a waterbottle to wash it away or at least dilute it to a level it doesn't stink so much?

Because of cunts like Sarah a law was introduced where I live mandating dog walkers to carry water for this on top of poop bags and they will also be fined for their dogs urinating on house walls or entrances (however the amount of dogs in Spain is extraordinary compared to other countries I lived in or visited).

Simple, a reasonable person would have led with this and not with "it's not against the law".
If a dog or relative are incontinent there are ways to deal with that, like diapers or water to wash the pee away. Again, if this were the case she would have led with this and not with "it's not against the law".
But what can be expected from reasonable people can't be expected from types like you, can it.
If the dog can barely make it out the door to pee, again washing it away and increasing the frequency of the walks is a simple remedy. This dog's behaviour probably has been conditioned to "as soon as I am out of the house I have to pee", possibly because the duration of the walk is unpredictable and may be only a minute or so.
My mother doesn't care what you call her she is dead for more than 20 years, neither do I, btw, as lowlives like you can't insult me.

The altercation was not about dog pee. The neighborhood watch 2.0 "knows about her" because the youtube channel in her name, they gossip and hate her for being pro american. : )
