The proxy regime in Kyiv refuses to negotiate, Moscow is still open to it but these new regions are off the table. In a few weeks the newly mobilized forces should be coming into play & then Russia can go on the offensive. If Kyiv wants to keep Odessa they ought to talk soon imo. If they lose Odessa it'll not only be a failed state but a lang-locked one.
The US hasn't been willing to negotiate with Russia for years, the last time Moscow reached out in a meaningful way was December 2021. That final attempt at peace was disregarded by Biden admin. US wanted this war, obv. It was the US who walked away from the WMD treaties too, so you can thank them for that.

Most EU states are US protectorates, in the US' military-polical fiefdom known as NATO & financially dominated by the US. Protectorate, client-state, puppet, tributary state ... all mean roughly the same thing.
