is it ok to use your phone while using the bathroom (i.e. checking facebook and such)?

so this happens at my part time job more than i'd like. i've seen a few people now at the urinal holding their phone in one hand and their dick in the other scrolling away, even chuckling. thought i might ask the great nation that is spiked for your thoughts.
