Background and mental health checks are just common sense. I'd even add a requirement for some mandatory training complete with a basic competency test so we know that the person buying a gun for the first time actually know how to use it safely. 

 

Better care for the mentally ill should also be in there.

I chose "have restrictions added" for the sole reason of 'going Australia' is not even a remote possibility with the current American political and cultural state. Maybe this could be revisited in another 50 years.
