Yeah New Orleans is pretty bad with gangs. I stayed down there for Mardi Gra a couple years ago. There were 20-30 guys riding around on 4 wheelers and dirt bikes taking up the streets. That was pretty fun but walking around any place besides touristy places was very sketchy. Even the cops looked sketchy af.
