Seems like a real area for improvement but this report seemed full of cherry picked information and had an agenda. Also, it sounds like actions are being taken, so why this report?

the problem has been around for years/decades & the official statements saying they'll look into it don't seem convincing to me. Why the report now? if you read the link it says they spent a while collecting info via the FOIA and this is the result. The problem persisting is incentivizd by $$.
