i think this would be the absolute minimum gun control step, not to enact any new controls but to close the loopholes around the current laws - requiring private sales to also be registered, just as private sales of cars are.

excluding the whole discrepency of primary intent. Guns have one purpose where as cars generally accidentally kill. So there doesnt seem to be an associated degree of licensing allowance.
