Up to now the only hard proof for fraud were very few examples and in favour of the current administration.

I think it might be on the justice system to prove it. Its complicated as there are criminal elements to this but I think they are going into civil ligation, but if you go by any other criminal allegation, you have the "victims" claim they were harmed then the justice system investigates and prosecutes. If someone robs your house you are not asked to prove your case "with hard evidence" BEFORE they investigate, you show them how your door was kicked in and the items missing, they dont ask you to show video surveillance, even though you dont have any, and to prove you actually owned the items that are missing BEFORE they investigate your claim. They take your statement or otherwise an affidavit, and start an investigation. They take your word for it. Just like in Trumps case, people have come forward, made accusations of criminal actions that were done, but yet people are saying "prove it" BEFORE anyone investigates it. Its backwards thinking.
Also, the crap about "was it significant to change the results" is absurd! No amount of fraud should be acceptable! If there is fraud going on then it needs to be investigated, not swept under the rug! Again, imagine if the cops responding to your house robbery said " we wont investigate unles the amount of items stolen were significant enough to amount to a felony". That is a ridiculous argument to entertain!

The proof is in the pudding, the administration has to provide some sort of proof that this actually is the case than legal proceedings can go ahead, until then it must be innocent until proven guilty. What the administration wants is "only listen to me" justice and this is thankfully not how the system works.
