from this angle he really does look like he's reaching for something (4:19), very much like a draw move, but at the last second you can see his hand is empty, but I think the reflexes had already kicked in to pull the trigger. So while I can see legally how he can be found not guilty, that really seems to undermine the problems with the lead up to this senario. It would seem the police escalated the tension unnecessarily with excessive shouting. Just seems like it could have been avoided, but hindsight is 20/20.

You are absolutely correct. Having him crawl toward them was fucking idotic. The correct method is to have suspects face AWAY from you, get down on their knees and cross their ankles with their hands up. You then approach, place your foot on their foot, snap cuffs on one wrist and then the other.
