This is interesting. I've seen it once before and forgot about it. I'll go the other way. Voting is useful cause it says, that was good, post more like this, or conversely, that was terrible, post something more interesting next time. If this tool shows that someone on here is consistently outright one-starring someone's videos they should at least get a talking to and if it persists a couple week's suspension. If there's somebody on here you can't be objective with, simply walk away (don't vote) is what I'm agreeing with.

Yup. A fan overall of voting cause it helps modulate quality. eg. I don't like the idea of people just posting any random crap they saw in their YouTube feed multiple times a day. Definitely like your idea of a downvote triggering a mandatory comment dialogue!

It's because of intentions like that is why additional moderation isn't recommended. With that statement he said out loud what I have known for years.
If you can't take a downvote you should swallow a revolver.
Disciplining people for exercising their right to a democratic process for any reason or no reason is destructive.
The site is fine, we are not likely to be flourishing in the thousands ever. But we get a new person every now and again because they decide this is the right place for them.
Also, my two cents. Skeptoid should be reinstated, I was highly amused watching him intellectually brow beat our regulars for their stupidity. I miss it, and I feel more was lost than gained with his dismissal from our discussions.

I mean that too. Everything is fine the way it is. Everyone gets there fair share of votes with comments, votes without. People are free to share their opinion, withhold it, just as they provide their chosen rating or with hold it.
IF There was to be a change. I would suggest 95% of the full duration of a video should be consumed before a rating is permitted. If people are going cry about something then they should suffer through it.
If not, then everything is just fine as is.
Once again, your feelings shouldn't be lit aflame from a drive by downvote. Most of us usually know what it's about, roughly from who, and what kind of content gets such treatment. Is there really a deep seated need to revenge post over someone compelled to explain why they don't like something? If compelled will they give you a genuine answer?
Just want to know "who it is?" - Why? Will it make anyones life more complete to uncover the Spiked deep state coalitions?

Whoever the new Downvote Fairy is, it doesn't really matter. Most of the folks that spend any amount of time on this site know I post quality content, so entertainment deprivation levels are likely minimal.
