I think what he means is that, if it was precognition, it's suggested that such a thing requires one to "step outside of" their universe as typically conceived (altered consciousness). If you can gain some degree of separation from reality as you know it, perhaps from that vantage point there is something genuinely happening there which could be explained at the quantum level. Remember, the multi-verse is conventional, materialist science's doctrinal reaction to its need to deny a first-mover, and it leads to all kinds of weird beliefs. I find the simulation hypothesis more convincing.

Yeah that could be it. It's a more conventional way of explaining it.
Some say time is a persistent illusion and when we take mind-altering substances it can sometimes break that illusion.
It's hard to say what reality really is, when we are hardwired to see it in a specific way.

coincidence. i've pickup a landline phone to call someone many times to find someone on the other line calling me or thought of a friend and end up having them call me within a few seconds of it.
a few times i thought i broke my brain. i do them alone and sometimes in large quantities. one time i found myself stuck, couldn't move, for a bit i thought i was actually a photo. another time listening to queen's shear heart attack, 2:30 into the song i thought i was toast.
another time i thought i merged with the couch and was bit uneasy with the idea of someone coming and sitting down on me(the couch)
