Well, in the developed world the spokesperson would be out of a job and probably charged for this.
BTW in the developed world we don't do stupid sobriety tests, if a person is under the influence they either are breathalyzed or if they decline a blood test is mandatory. Driving is not a right, it is a privilege after all. We also do not by default put drunk drivers in handcuffs.

At 9:10, cop grabbed a handful. Looked like he was trying to actually fix her shirt. Knee pole all hanging out. They couldn't even censor it correctly.
