911 is for life or death emergencies. He should know that. Also, that video where he stops in front of him and puts his arm out looks more like a protective/defensive measure as they continue walking towards him even when he stopped. They did not stop so he extended it for protection, then they played a little patticake.
It's fine that these guys are exercising their rights, but it seems they are doing so just to get a reaction. What are they using the film for? That's the simple question that can resolve all of this.
