Based on the past 2 years I'd say he's talking about a force that has some influence within the FBI because the FBI has worked overtime trying to put a wedge between Trump & Putin. Some kind of DNC/FBI collusion is what my spidey senses are telling me. Rod Rosensteins presser 3 days before the Trump/Putin summit was a pretty big give away.
The FBI have been feeding the media these phoney hacking claims since 2016 but have never offered any real proof. They never seazed the DNC servers in order to investigate the Podesta email leak & according to Seymour Hersh the leaker was DNC worker Seth Rich, not this Guccifer 2.0 hacker the Feds have somehow magically tied to the Kremlin.
