I'd say let them have it. Some people could probably throw the bullets faster than the velocity at which they're coming out of that "barrel". This is probably the safest .223 "rifle" to be shot at with.

A barrel this short in such a caliber will have severe performance issues that would make it unusable for pretty much anything other than novelty value.
This is the gun equivalent of those "stance nation" cars, where the people put so much negative camber on their cars that they become undriveable.

I'm thinking this is no better than a noise maker as there is no barrel to impart a spin on the projectile so the round just immediately tumbles.
