What are we seeing here?  What is "soil liquefication?"  The description of the Youtube video was simply the author asking for BitCoin donations.

Could be a burst water main but I think the area is too big for that kind of damage. Maybe ground water rising due to excess rainfall or a river leaking into the soil.

Soil that has been fully saturated by liquid, it no longer behaves as "ground" but akin to a non-neutonian fluid. You can see at around 1:08 that the soil shifts, and almost "flows".
