I managed to skate on Panama Flats today! January 17, 2020, around noon. Panama Flats is in Saanich (Victoria), BC, Canada. The water isn't very deep, so if I broke through I'd just get a soaker, rather than face a risk of drowning. A skater fell and hit their head here in 2017, so if you decide to skate here, I recommend a helmet.
