Hitting someone that does not cooperate for whatever reason is against the law at least to my knowledge.
They can use force to wrestle him to the ground or tase him but in this case is is obvious they broke the law and should be considered as assault and face jai time just like the rest of us law abiding citizens.
It seems to me that in USA the police are not held acountable to the same standard as the rest of it's citizens thus if there is no real deterence this sort of abuse is bound to happen.
What takes the cake is the fact that they even attacked the wrong guy.
