i think there's a recent law in the past 50 years that lets the president go to war for 2-3 months, but phrases it as a military action instead of a war. it's like a rubber stamp for the president to do things like this.

yup, 60 days, 1973 War power resolution. After 60 days, if the action continues the President (unless you are clinton/bush/obama) must appear before Congress.
