Well, I dunno, its effective, it takes them out of battle but spares their life. Would you rather be shot in the leg or the head? Still though, high velocity weapon like that destroys the bone and probably leads to amputation's.

It's probably more of an ad hoc psychological warfare tactic considering they published some of the videos. Also revenge kind of thing maybe. They're already POWs so have been removed from the battlefield & may aswell be dead, strategically speaking. They can also be used for prisoner swaps.
There are some worse ones than this I hear about, not just to POWs but civilians too (LOTS) but I tend to avoid gore so don't look into it. This one got enough attention to warrant a political response from the Ukraine govt. One department (I think military) called it Russian propaganda & the another actually admitted it so good on them ig. Maybe it won't happen quite so much.
