genetic mutation via radiation doesn't lead to new limbs, it leads to cancer. people born with additional limbs isn't because of radiation. its cause the wrong cell in the wrong spot became two and then four and so on during the developmental stage. more importantly, those limbs don't work. an extra arm or leg might grow, but the things needed to use it. didn't. its not connected to the nervous system
