Cities are filled with civilians that you can't just starve. This is one of the main connundrems of the war & why the Ukrainian militants, especially the nazis, often go to great lengths to prevent civilians leaving the cities. Kyiv regime is also responsible. They're not allowing anyone to surrender even when they have no hope at all of being reinforced or breaking out. Mariupol was lost over a month ago & they should have handed the city over to Russian control rather than what's happened there.
