It was stated (and recorded) by the Iraqi Prime Minister in an Iraqi parliament hearing. The source is a Washington Post reporter, although it hasn't been reported in the WashPost for some crazy reason.
What wasn't recorded was his statement about being extorted by the US to give away 50% of the oil revenue & to walk away from a deal with China to finish the infrastructure projects the US was delaying. The US threatened to kill him & stoke protests to force him out, which happened.
