Yea, it's pretty much understood that if a person is on a bike like this and they choose to run, especially on a wide open interstate, it's pretty much pointless even trying to keep up.  It's important to get the tag info out to dispatch before even attempting the stop and assuming the tags are legit, you can always go to their house later with a warrant.

Question regarding prosecution of this:
In Europe the laws differ regarding offences like this.

For example in Germany police have to prove who was riding the bike. This is impossible most of the time of course (assuming the person wore a helmet). The registered owner will receive a fine in the post and simply say they were not driving. This will work once, maybe twice then they will be sentenced to record each journey of the vehicle including driver details.

 

In the UK the proof lies with the driver, the registered owner will have to name the driver, otherwise they are automatically deemed responsible.

 

How is this dealt with in the US?

Well I can't tell you how it's handled in every State, but if the tags came back legit then I'd charge the registered owner as the fact that the vehicle is registered to them, I believe, would meet the required probable cause that they were operating the vehicle.  Now once they were in custody it would be up to the District Attorney to work out any sort of "It wasn't me" defense.  I suppose the person could say they don't know who was driving, but then we could supeana cell phone records showing that persons approximate location at the time of the crime.  This is all hypothetical of course.

interesting thought about cell phone records, I'll ask my mate who is a lawyer in germany to see if they would do something like that in a severe case.

This is almost a Darwin Award, the biker lifted above the pavement at the bridge, and we have already watched the videos on wheel wobble.

I would say just riding this fast in traffic is always a possible Darwin Award as you've pretty much hit anything 200 feet in front of you. This bike won't be wobbling though. That was poorly balanced bike with a bunch of shit on the back.
