The point is that you do not have to identify yourself to take a complaint form and hand it in at a later time. Im sure you have to identify yourself as part of the investigation later on but again that is not the point of this video. The cops didnt like someone filing a complaint in the first place and wanted to "handle" it themselves, which is NOT part of procedure. You are missing the point of the video. Take your head out of your ass and start thinking for a change.
