I had heard it somewhere and looked into it before, yeah. - Im trying to find it.
It's not that he didn't order it, It was more that supplies just weren't getting to the front, and the kind of battle it was, there was really no time for that sort of stuff. Big open land, really no bases (just moving columns and fronts), they'd get sacked down and that's when the flies attacked.
